To start, pull out the broken staple away from the louver with some of needle-nose pliers. Then use some adhesive (like wood glue or epoxy) to spread all over the legs of a replacement staple. guide the staple through the loop on the louver and slide its legs into the existing staple holes on the tilt rod.
